Registrations for the masterclass commence at 8.30am. The masterclass will begin at 9.00am and conclude at 4pm with appropriate intervals and lunch at 12.00pm

Overview:
Asia has several exciting road and rail projects in the pipeline but where is the funding for these ambitious plans going to come from? This master class will explore the different options available for infrastructure financing and their respective profiles. Leave this master class equipped with the tools for successful project financing through developing an effective framework for risk & return measurement.

About Your Masterclass Leaders

David Ng, Associate Director, KPMG
Corporate Finance Pte Ltd
, Singapore

David is the practice leader of the PPP
advisory practice within KPMG in Singapore.

A project finance lawyer, David has led a number of advisory engagements advising governments as well as the private sector on various major infrastructure projects including public transport infrastructure.

He has worked on various projects focusing on innovative financing structures for infrastructure projects. He has also developed expertise in the areas of asset financing structures including cross border leasing of aircraft and rolling stock.

David has also worked on as an advisor on many significant Public Private Partnership (PPP)/Private Finance Initiatives (PFI) projects in Australia and Singapore. David has developed expertise in public transport (including rail masstransit), ports, toll roads and healthcare projects in Australia.

David’s notable projects include:

  • Project Director for the proposed Singapore Management University (SMU) PPP Project. David leads the advisory team comprising of financial, legal, technical and insurance streams in advising SMU in procuring its proposed 1,500 units hostel by way of a PPP. As part of this role, David conducted market feedback information sessions, prepared the business case as well as the Public Sector Comparator model.

  • Project Director for the NUS University Town@Warren Project. David leads the advisory team comprising of financial, legal, technical and insurance streams in advising NUS on the procurement and funding options for the NUS University Town @ Warren Project.
 

Lieven Jacquemyn, Director, KPMG Corporate Finance Pte Ltd, Singapore

Lieven is a member of the firm’s Global Infrastructure and Projects Group, with experience in the accommodation and infrastructure sector. He joined from infrastructure investor Bilfinger Berger BOT where he worked as bid manager. His recent experience includes:

  • Advising autobahn+ consortium on the A8 (€240m), A1 (€330m) and A1(€300m) roads in Germany. Running funding competition, negotiating finance documents and leading the KPMG Germany and Paris team working on the projects. Successfuly closed the A8 project in May 07
  • Advising the Barlcays Capital, Meridiam and NIB consortium on the Flemish Schools project in Belgium, raising €1bn for upgrading a portfolio of about 250 schools.
  • Advising the Vinci/Solidere consortium on the Land extension project (€3bn) in Monaco, which combines real estate with PPP
  • Advising the Austrian Roads Authority (ASFINAG) on their pilot PPP scheme in the Ostregion (€1bn). Negotiated Project Agreement and Finance Documents with selected Consortia, and preparing BAFO tender documents
  • Varna and Bourgas Airports in Bulgaria: fieldwork and due dilligence for acquisition of regional airports in Central and Eastern Europe Lieven is Belgian and fluently speaks English, Dutch, French and German. He is currently based in our Singapore Office.
